SHRC inspects five rehab centres, find large-scale lapses


Officials of the State Human Rights Commission (SHRC) on Wednesday carried out inspections at five rehab centres in and around the city, and found the residents allegedly being detained illegally, tortured, and treated in an inhuman way.

Based on a complaint, a team of officials visited Mother Ammu Foundation, Belaku Social Service, Dasanapura, Unity Social Service in Makali, Sanjeevini Trust in Kempapura, and Goodlife Trust in Kachohalli, Magadi Road.

Inspections found that the residents were allegedly being treated in an inhuman manner.

Two residents were allegedly found beaten up, while two others were bedridden with open wounds with no medical facilities. They had serious ailments and were not given medication nor were their families informed, a senior police officer, who was part of the raid, said.

In another rehab centre, at least two residents were found to be normal but forcibly admitted by their family members to resolve civil disputes. In another centre, a majority of the residents were from Kerala.

The inspections found that a majority of the residents were non alcoholics who were allegedly subjected to physical torture. There were no basic facilities and a shortage of staff and counsellors and doctors, officials said.

There were no medical facilities in all the centres, they added.

The officials also found that there was a lack of regular monitoring and inspections at the centres from the district administration which is mandatory as per the rules.

The SHRC had asked the jurisdictional police to investigate the lapses and take legal action. The officials also wrote to the district administration seeking a reply and recommend immediate measures to improve the facilities.
