Days after complaint against D. Roopa, IPS officer Vartika Katiyar shunted out


Indian Police Service (IPS) officer Vartika Katiyar, posted as Deputy Inspector General (DIG), Internal Security Division, who complained against her senior D. Roopa Moudgil, IGP, ISD, a few days ago, has been transferred out of ISD on Monday. Ms. Katiyar has now been posted as DIG and Additional Commandant General, Home Guards and Ex-Officio Additional Director, Civil Defence.

This has raised eyebrows within the Karnataka State Police as the complainant has been shunted out, sources said.

What the complaint said

Ms. Katiyar had lodged a complaint with Chief Secretary Shalini Rajaneesh on February 20, alleging that on the instructions of Ms. Moudgil, a head constable and a Home Guard gained illegal entry into her office, planted documents related to other departments, took photographs and sent them to Ms. Moudgil on September 6.

Ms. Katiyar also alleged that while this one incident had come to her knowledge, many more such incidents may have happened at the behest of Ms. Moudgil. “If in future, any untoward incident happens in my office, D. Roopa will be directly responsible for the same,” she said in the letter. She also alleged that Ms. Moudgil had threatened to submit a negative annual report against her and target her when she would become the State police chief. 

Earlier case

Recently, Chief Minister Siddaramaiah had tried to broker peace between Ms. Moudgil and another IAS officer, Rohini Sindhuri, who have been locked in a legal battle. The High Court recently stayed proceedings against Ms. Sindhuri in a criminal defamation case filed by Ms. Moudgil. 

Sources in the Karnataka State Police said that transferring only the complainant had not gone down well with many officers. However, sources also pointed out that Ms. Katiyar had bypassed the State police chief and directly complained to the Chief Secretary, breaking protocol.
